Is arts really needed?
kdelibs can be ./configure(d) --without-arts, at least. I'm not sure if the
option is well-supported, but it is there.
To disable compilation of unwanted stuff, the DO_NOT_COMPILE variable can be
used, for example, for kdebase:
DO_NOT_COMPILE="kcontrol ksplashml kicker konsole" \
./configure --prefix=/opt/kde3
for example.
