Hi Arash,

No, kate's bidi support is still in an alpha state, in the kate_goes_bidi 
branch of kdelibs/kate/part.  It will (obviously) not be ready for 3.2.

You are welcome to check that out, and submit comments/patches etc. to 
kwrite-devel@mail.kde.org.
