Sometimes there's a copyright notice at the top of the files with email 
adress. 
In the case of the clock applet (/kdebase/kicker/applets/clock/clock.cpp ? :) 
it says :
Copyright (c) 1996-2002 the kicker authors. See file AUTHORS

And according to the file AUTHORS John Firebaugh(jfirebaugh@kde.org) is the 
maintainer, so why don't you try him :)

But considering kicker's central position someone here on kde-devel will 
probably speak up..
