Yes, and a very useful one.  Middle-click on a non-link, and go to the URL in 
your clipboard.  The behavior has been changed so that it does not search for 
whatever random text you happen to paste (rather konqueror only takes action 
if the pasted text is a URL) - maybe an autoscroll could be used in this 
scenario?

And also the kde-usability mailing list, where this very feature has been 
discussed recently.

Best bet would be to open up a wishlist report saying you'd like to have an 
autoscroll ability when not pasting a URL (or maybe configurable so all the 
time), and mention it along with your opinion on the kde-usability list.
