Some installation tutorials like the one of KDE Women does explain that the 
MANPATH has to be set. However as KDE had no man pages, the man path is 
mostly not set.

When KDE will have more man pages, it will then perhaps be installed by 
default.

Now that we known how it works, we would need volunteers (for KDE 3.3) to move 
the man pages out of the Debian directories, :-)
