Image filters are going to be based completely on QImageIO plugins. Someone 
has already done the work, but the change is too low in the system to be done 
before KDE 4.0.

As for an image viewer KPart, why is KView not suiting you?

(I will not comment the audio part of the question, as I have no idea about 
it.)
