Many people have mentioned video_conference, which uses H.323, like 
Gnomemeeting.

But all the current MS stuff (LIke MSN's video conference, and their latest 
Netmeeting tools ) use SIP. MS has publically stated that they'll be using 
SIP going forward.

There is a KDE SIP project called KPhone in the works. It seems to have full 
voice support and rudimentry video support using VIC.

It is released under the GPL.
