That's an interesting situation indeed.

What happens is that your system uses the SUSE 9.0 menu definitions but these 
don't seem to know how to sort the control items from the new KDE.

Does it help if you search for a file applications.menu and then after:
	<MergeFile>suse-settings.menu</MergeFile>
add the line:
	<MergeFile>kde-settings.menu</MergeFile>
