Not really layouting.
More something like

<Dialog>
<Page>
<Group label="Person properties">
<Action name="NameChanged" />
<Action name="FirstName" />
</Group>
<Tree>
&personProperties;
</Tree>
</Page>
</Dialog>

as in a normal XMLGUI file.
The developer decides what functionality he wants to provide.
The user decides how he want to be represented it (List <-> Tree),
TabbedPane vs PageList (or whatever its name is), Grouping,
more or less exhaustive dialog texts.

More complex tasks could be done with merging of default dialogs. Wan to
follow Gnome HIG with its reversed button order, fine.
change the dialog.rc resource...

If this is really useful this could lead to new design contests -> define a
new Kate search dialog.
