should be something like:

i18n("It seems that the message you have composed needs to have an attachment, 
but actually doesn't have one.\nDo you want to add an attachment?"),

People might get confused by the phrase "needs to have an attachment", they 
might think the program requires that they attach an attachment and don't 
understand that it is just a suggestion. Better might be:

i18n("The message you have composed seems to refer to an attached file but you 
have not attached anything.\nDo you want to attach a file to your message?"),

Since the user may have used the word "attach" or "attachment" in a totally 
different context I think it is important to clearly mention that this dialog 
is about "attaching a file". E.g. the user may have written a mail about the 
relation with his father to which he feels very attached.

For that reason you may wish to use  i18n("File Attachment Reminder") as title 
instead of i18n("No Attachment")

send your patch there, perhaps after incorporating the above suggestions.
