There's a lengthy thread discussing that, but, in short, yes, KDE 3.2 will 
work with Qt 3.2. Most likely, actually, is that it'll require Qt 3.2.

So you can develop your own application with it. 

Now, Qt isn't distributed with KDE. But KDE 3.1.x requires Qt 3.1.0 to work, 
though Qt's latest version is recommended in all cases (bugfixes, new 
features, etc.)
