I have now looked into the sources. The source file which looked into the
current working directory was kdelibs/kdeui/kxmlguiclient.cpp. A look onto
webcvs.kde.org told me that the questionable checkin was done on April 3,
2002 by Waldo Bastian. After a search on lists.kde.org I found a thread
related to this checkin:

http://lists.kde.org/?t=101784455300003&r=1&w=2

According to that thread the core-developers (at least David Faure and Waldo
Bastian) insist of installing the application first.
