Yes.. but you do not install after every small modification to your program.. 
you simply make and run.

The behavior of ui.rc has changed in KDE 3.1 (Mandrake 9.1) .. it was just 
fine on KDE 3.0 (Mandrake 9.0). I do not know why this change was made.
