If I am not mistaken that's what the KMediaPlayer interface is for.
(see kdelibs API docs, section interfaces)

If you are willing to maintain it, there should be no problem to import it 
into kdenonbeta first.

If it is stable enoug for KDE3.2 you might be allowed to move it into one 
of the official packages.
