A friend of mine had the same problem with the backgrounds. He had 
this problem only when he tried to set a .jpg as a background (with 
.png worked just fine). He also said that he could view them (the 
.jpg's) but not set them as background. In his case, it was a libjpeg 
problem. (Also after upgrading to KDE 3.1 from sources). So maybe you 
can try to rebuild libjpeg.
