This is probably not reasonable. Current number of translated messages is
3 235 645 (as reported on http://i18n.kde.org/stats/gui/HEAD/general.php) 
and you would get 3 200 000 / 2000 = 1600.

Overall I would estimate an average translation team has about 2-3
active members (some have tens, some are single person only, some
are unmaintained)
