First: Why can't you simply use a Vietnam encoding with a matching font?

Perhaps Redhat 7.3 isn't using this functions for displaying text on X ?
If you use QT 3 with a matching XFree, XRender and (client side) Xft libs will 
be used for font drawing. I.e. the application itself reads the fonts, 
renders the glyphs and does something like XPutPixmap to put the rendered 
image on the screen.
You will have to "Override" the functions from Xft...

No idea. Perhaps use "rpm --nodeps ...". But make sure the packages were 
compiled with the same compiler version.
I don't use RedHat.
