That's the idea - you should not notice that something is wrong.

There is KPassivePopup in kdelibs, but it is not a balloon. It lacks some kind 
of indicator to point to the widget (which is technically the most difficult 
part, because you need a shaped window) and a flashy color (the QFrame gray 
would be hard to notice). 
KopeteBalloon in kopete should be pretty close.
