Yes, you partially are right. On of the reasons to why they were moved because 
they were doubling stigns, but that was mainly the pretext to start the 
discussion, about doubling code and functionality in KDE, because something 
had to be done since KDE grew uncontrolably. So in the end the reason was not 
only the strings but the fact that those apps were repeating functionality 
and the solution was that they should get consolidated  into one app. So the 
were put to kdextragear, because it was created to hold apps that werent 
allowed into KDE and want to use the infrastructure.
