Kdoc doesn't have anything to do with the docbook documentation, it's for 
generating api documentation from the sources.

You need to check that you have libxslt and libxml2, that kdelibs configure is 
finding them, and probably recompile kdelibs/kdoctools/, and make sure it's 
being installed correctly.  The errors you describe are what you would get if 
the files from kdelibs are not installed. 

FWIW, the kate document is valid, and has no errors, but it is the first 
document to be processed.
