That's still a rather strange decision. POP3 can also run over SSL of course. 
As your server appears to run a Unix like operations system I'm actually not 
aware of any common server that does support IMAP/SSL but not POP3/SSL.

Did you ever test if POP3/SSL really doesn't work?
