That depends how you define it. KMail also needs the help of the POP3
kioslave, kdelibs, the Linux kernel and some other software to download mails
via POP3. I don't think, that KMail will ever establish a TCP/IP connection
"itself" by using port addresses and interrupts to contact the network card.
