The author is not required to give you a free download in any case.
You are only entitled to have the source for free if you got the program 
and you also get the rights to distribute this source without charge to 
anyone else.

So if the author decides he wants 100 Euro for his app, you'll have to 
pay it.
When you got it, he has to give you the sources and all rights as defined 
in the GPL.

You can then put the source on a website for free download.

Commerical doesn't prevent GPL and vice versa.
