It has some potential as far as newbie coders are concerned, although one 
does worry about the potential for coders to never move on to real 
programming languages (BASIC was meant as a learning tool - take your baby 
steps there before you get into harder stuff).

There is an IDE (Integrated Development Environment) called KDevelop that I 
beleive supports C, C++, and Pascal (and quite possibly many others if it 
uses gcc at the backend). Create a few code snippets to make simple tasks 
easier and perhaps adding ways to view a form your defining (3 windows, 1 to 
edit code, 1 to modify the variables that define the window and a 3rd one to 
view it with maybe a limited drag and drop interface).

VisualBasic in itself is evil and there are better ways to make a newbie 
friendly IDE. One that nurtures and aids development instead of causing 
stagnation.
