Normally you would add it to configure.in.in, not sure about the kdevelop 
aspects of it.

See kdelibs/configure.in.in for an example, the part starting with 

	AC_MSG_CHECKING([for mount tab file])

and that ends with

  	AC_DEFINE_UNQUOTED(MTAB_FILE, "$kde_cv_mtab_file", [Define the file for 
mount entries])

might be close to what you want.
