Actually it doesn't. It uses QToolBar::setMovingEnabled( false ). 
KToolBar::enableMoving( false ) on the other hand does 

    mainWindow()->setToolBarsMovable( flag );

which explains the weird behavior. Waldo, can we deprecate that method (or at 
least fix the documentation)?
