This is only true fot KDE 3.0. For KDE 2.x, It is a common habit of 
distributors to splt Qt into several parts and compile Qt designer with -kde, 
raising a dependancy on the KDE libs. To reflect this dependancy, the package 
is named "kdedesigner".
