While there is no central registry, Debian's search pages allow you to
search for a particular file-name and display the package which contains
it.

It is a fairly safe bet that if you search there for your proposed name
(through around 5,000 packages) that you will either find the package
that already uses it, or nothing.

The search page is at http://www.debian.org/distrib/packages

Look for "Search the contents of packages" at the bottom of the page,
and search the 'unstable' distribution for the largest list (and newest
packages).
