It's far from clear how that works.
I figured it out recently. Look in:
/usr/X11R6/lib/X11/xkb
Add keyboard map in:
symbol
Edit:
rules/xfree86.lst
To add a new keymap.
I'm considering checking in a change to the keyboard applet that makes
this clearer, but I've not received a response from the maintainer.
