You might try coolo@kde.org. I'm not sure exactly if he can make email 
accounts, but as far as you adding koncd into the CVS, I think the best place 
to get comments on that is on this mailing list. Personally I like KOnCD and 
I'd love to see it in one of the packages (not sure which one... utils or 
mulitmedia?).
