Bear with me here; I'm not a focus-follows-mouse user...

- launch request
- monitor key presses and mouse clicks
- application window ready
- If key press or mouse click event has been received since launch request,
	display window beneath window with focus
- Else
	display window on top
	set focus

How does this change the normal behavior of focus-follows-mouse?
The problem you're thinking of is particular to focus follows mouse, right?
