Subject:    Any reason why kwmtheme.desktop not installed?

So I get an email asking about installing kwm themes in kwin and I look and 
we *do* have a client for doing just that... but it doesn't work.  Why?  
Because the kwmtheme.desktop file isn't installed by default even though the 
client is.

Is this an oversight or was this done on purpose?  If it was done on purpose, 
why is the rest of the client installed?
