Subject:    Why are KDE_2_2_RELEASE admin and CVS admin different?

The subject says it -- why is the release tagged admin directory different 
than the CVS HEAD version?  kdebase fails at 'make -f Makefile.cvs' when 
using the (slightly older?) release tagged acinclude.m4

Am I missing something?
