It is not, there is no reason to disallow an applet to exist more then ones,
if it would be restriced all sort of confusing situations might occur, like
when I try to configure a new subpanel with applet A, I will probably leave
it on another panel (if indeed I had added it earlier) until I am satisfied
with the new panel.
It is confusing to see it is impossible to add the applet, and most people
will not see why applet A can not be added to their newly created subpanel.
I also doubt all users will come up with the idea to first delete it from
their first panel before trying to add it to their new subpanel.
