No, bad idea. We already had a lot of complains at Cebit that even downloading
qt-copy, kdelibs and kdebase is nothing many people can afford.

I'd like to see a minimum set of four themes (i mean our "metathemes" which 
are provided by kthememgr  in kdebase and the rest in kdeartwork (so there 
would. 
Also I'd like to see the widget-themes cut down a bit.
Nobody is really keen on having 2 versions of SGI-widget-themes or a 
B3/KDE-theme which looks almost exactly like the Default-theme.
The same applies for System++ and System-Series which look almost 
identical. 99% of the users _won't care_ about the subtil differences 
between those "twin-pairs" I mentioned. Therefore one of each 
should go into kde-artwork.
During the next days I'll also move some of the wallpapers we have into 
kdeartwork. 
Making it possible to download our minimum set functionality (qt, kdelibs, 
kdebase) is critical for the success of KDE because our system will spread 
faster. Not to be mentioned that people will think less of "bloat" when they 
hear KDE.
