Yes I thought I mentioned that this had been addressed. But not till
I pulled out all my hair trying to figure it out.

I think I know why now 
I have the development version started and everything runs fine.
I then start up a new session (the release) version.
The script startkde had the rm -f $HOME/.ICEauthority and .DCOPserver
which removed the files that the development version needs. 
Trying to launch Konqy I got an ICE Authority error and I believe that
the launcher doesn't give up it keeps trying to connect.
  
Commenting out the rm -f lines in my release copy fixes the problem. Thanks 
for the advice.
