The problem is it's buggy:

- Try moving a panel button with icon zooming enabled.
- The zoom icons fon't disapear when a menu buttons popup menu is enabled.
- The worst is that lots of people report that on normal sized panels with 
enabled icon zooming hitting the kmenu button often immediately selects 
logout from the menu.

Feel free to fix this (see bugs.kde.org) for details and enable icon zomming 
on normal panels.
