I would say yes. That way the translations can be 'tested' as well.

I have no idea. Something like 80%/90% sounds reasonable to me. I think that 
you will only get usefull feedback on translations if they are complete or 
nearly complete. (Just like software needs to have some quality before you 
are going to get some usefull bugreports) 

But euhm... aren't you the expert in this area?
