I think a good idea would be a "MimeType"  for hosts. Then apps (kvnc, ktalk,
rlogin,...) could be assigned to this mimetype.

A directory of hosts can be created e.g by using kio_smb and I have some
code lying around for listing hosts on a LAN without smb (not finished yet).
