By using "cvs watchers" - but I forgot to do it before cleaning up kdoc watches.

You're mixing up two things.

"cvs watch on" sets stuff readonly and forces "cvs edit" (well, supposedly).
It's for "one guy only editing the file at a time"

Being notified is different (cvs watch add, cvs watch remove). Though
slightly related according to the docu.
