My 3 euro:

How about concentrating on three different uses of KDE ?

1. Source packages.
2. KDE, the K Desktop Environment. (binaries)
3. KAS, KDE Application Support.   (binaries)

1 Don't worry about source packages too much. If people have trouble with
  these (which isn't due to screw-ups by us) then that's their problem.

2 It would be _very_ nice if it was possible to download KDE2 (meaning
  the desktop environment - libs + base) as _one_ package.

  Other 'supported' parts of KDE2 (the apps that are in kdegraphics,
  kdeadmin, etc) could be optional extras. They would be packaged as
  separate packages.

3 There should also be a way to get enough of KDE to run any KDE app
  without losing too much functionality. For example, if it is possible
  to use another HTML viewer for help then khelpcentre is not essential.
  Sound support and kioslaves _are_ essential. Some apps won't run without
  them. They are not a part of the 'desktop environment' they are a part
  of the core functionality needed by KDE apps.

BTW, this mail was about 5x the size. I cut it down for brevity :)
