Does the spec support giving notifications "priorities"? If so it
might make sense to show "critical" notifications, say, 60%  bigger
and in the centre of the screen.

Of course, when you implement a system like this there's always the
worry that app developers will abuse this power and spam us with lots
of "critical" notifications.
