KIO::Scheduler is in libkio, i.e. there is one instance per application.
A kde-session-wide centralised slave manager is what Thiago meant (but this
could be klauncher, if you ask me, it's already the one launching slaves...)
And all this is unrelated to your DNS cache since it's apparently per application too.
