from a purely practical pov, it makes a lot of sense to have the
devel-platform hard-frozen for SIC changes (unless it is a very minor
change that affects nearly nothing or a major blunder, i.e. a
showstopper), but why would we limit our own ability to make BIC fixes?
nobody is going to make a binary release against 3.96.
and as you may have noticed, there are quite some BIC fixes popping up,
particularly due to the now used -Woverloaded-virtual option.
