If the Trolls themselves can release part of their toolkit marked 
as 'experimental', clearly stating that the API will change during the 4.x 
release cycle, so why can't KDE do the same? 
I think it's better to release an experimental lib, marking it as so, than not 
releasing it at all. This can help nepomuk to mature and will allow us to 
remove the experimental flag when 4.1 hits the street.
