sure, this is true of N7Y or not. for truly invasive, experimental changes 
that are unduly disruptive one will often use a branch. Rob asked for a 
change in policy and standard procedure, but i'm saying that N7Y or not we 
should stick to our policies and standard procedures. that includes branching 
where and if prudent.
