Yes, thats true. but by the size of KDE it takes some time to "package" and 
"test". Given the usual response time of packagers it will at least take 1 
week for them to provide rpms. If you calculate 1 week till everbody noticed 
that there is a new release and 1 another week waiting for incoming 
bugreports / fix them you're damn close to a 3 week delay.
