For those not on kde-cvs, I've just added a MAINTAINERS file to 
kdelibs/kdecore and kdelibs/kdeui, to try to foster better coordination of 
the maintenance of those libraries.

Instead of suggesting them yet again, here they are.

If people who feel responsible for one file or another can add themselves
to this file, would-be contributors will know who to send a patch to, and
everyone else will know who to talk to when things break (instead of
 sending a general complaint to a mailing list or to IRC)
