Well if it's a simple C project... you could use config.guess from
autoconf, and write a small perl script.  You could extract the compiler
flags from perl, etc.  It all depends on what the projects require.  If
you're not making extensive use of ELF shlibsisms, you've got minimal need
for libtool.

So what about just installing the kde-cvs version of libtool by hand in a 
global location?
