KDE uses KParts for desktop components and DCOP for desktop communication. 
There are no plans to do anything with ORBit apart from maybe a bridge 
between DCOP and something else.

You  mention a web-server, is that supposed to be running as part of the 
desktop or stand-alone without any GUI? If you want to run without a GUI DCOP 
will not be of any use and you are probably best of with a KDictData (?) like 
data component.
